Background Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in over 100 countries globally. South Sudan has recently become an independent republic. Emerging from years of conflict, the country is beginning to reap the benefits of peace in terms of increased economic growth, improved social services and greater democracy. The post is located in the Program Operations Coordination Unit (POCU) in Bor, the state capital of Jonglei, overseeing the implementation of the USAID funded Jonglei Food Security Program(JFSP) Since 1990, Catholic Relief Services and its partners have been bringing sustainable financial improvement to the lives of more than 760,000 entrepreneurs and families using savings-led approaches CRS’s Savings and Internal Lending Community (SILC) programming. The approach is currently operational in other states of South Sudan where women comprise 70% of the membership.
The SILC Manager will design and manage all aspects of the consortium’s savings and lending programming using the Private Service Provider (PSP) model. S/he will plan and implement strategies to ensure that target households under JFSP have increased access to financial services through SILC along with creation of a savings and lending culture.. The SILC Manager will assist in the identification and training of Field Agents and Supervisors in SILC methodology. He/she will identify target communities and oversee the introduction of the PSP model for SILC into the selected communities.. S/he will provide training and capacity building to all consortium member staff and to stakeholders and partners on savings and lending and its potential role in supporting the ment of business and agro enterprise skills, as well as for supporting households in developing profitable value chains in agriculture and livestock production.
The SILC Manager is a member of the Livelihoods and Agriculture Team and reports to the Agriculture Technical Team Leader. As a member of a multi-disciplinary livelihoods team, the SILC Manager will provide appropriate and timely input to other technical sectors in order to achieve overall project objectives. S/he will provide technical supervision to the SILC program officers in the field offices for JFSP. S/he will develop and run ToT workshops, toolkits, and training materials for SILC program staff and field agents and ensure that SILC program standards and operating procedures are consistently applied at field and group level. The incumbent will work in close consultation with the CRS SILC Program Manager in Juba and the CRS Senior Technical Advisor (STA) for Microfinance. S/he will also create the necessary linkages with appropriate stakeholders and be open to source for and adopt the latest and relevant best practices available within the microfinance savings-led sector. S/He will represent CRS and the JFSP as appropriate for stakeholders and partners in Jonglei State.
Job Responsibilities: 1. Work with other JFSP technical advisors to design, plan and implement a SILC program with the necessary support structures for mobilization, group formation, savings, lending and loan recovery using the SILC methodology and Private Service Provider (PSP) model. 2. Participate in the setting of targets and indicators for SILC programs. Develop the processes and provide the training required to enable field staff to monitor performance and achievement of targets and standards; 3. Identify and train SILC program staff for field offices. Provide training and ToT to program staff. 4. Manage and provide effective leadership and oversight to the activities of the SILC team at the county level field offices of the consortium where SILC will be implemented. Develop team capacity by designing and implementing training and providing ongoing mentoring and capacity building. 5. Provide technical assistance to other consortium partners and advocacy and training to the main government stakeholders at state, county and lower levels of administration where the SILC program is to be implemented under JSFP. 6. Assist in the identification of communities or producer groups for initiation of SILC groups. 7. Recruit Field Agents and Supervisors according to PSP requirements and provide their training, supervision and support throughout the projects. 8. Oversee the work of SILC field agents, to facilitate the formation of SILC groups in three peri-urban area according to project objectives. 9. Provide guidance to Field Supervisors in building the capacity of Field Agents and conducting regular evaluations and monitoring. 10. Provide intensive training and mentoring to assist Field Agents to transition to fully certified PSPs capable of continuing SILC activities with community support. 11. Provide training to Field Agenct in investment and financial literacy 12. Represent CRS and JFSP at relevant meetings and inter-agency working groups on livelihoods and gender in Jonglei State. 13. Advise on savings-led Microfinance quality standards and opportunities for enhanced programming within JFSP. 14. . Cconduct regular evaluations and design appropriate tools to do so. Participate in overall program reviews and evaluations. 15. Build the capacity of local partners in identifying and disseminating lessons learned and best practices. 16. Oversee the certification process of Field Agents to become PSPs and their proper introduction into the community.
17. Track SILC related expenses and participate in budget processes and periodic budget reviews for partners’ SILC activities e.g. trainings and field monitoring visits 18. Maintain the partner level SILC MIS and train partners in use of MIS as needed. Guide and support partners in data collection efforts and analysis on a monthly basis

Essential qualifications and experience:
Desirable qualifications and experience 11. Work experience in South Sudan or Jonglei State would be an advantage; 12. Specialized knowledge of and experience with savings-led microfinance delivery methodologies (internal savings and lending models (Ex.VS&L, ISL, WORTH, Savings for Change) would be desirable
KEY WORKING RELATIONSHIPS: Internal: JFSP Agric Technical Team Leader, COP, managers and field office coordinators, technical leads and field office managers of JFSP consortium partners, CRS South Sudan Country Representative, CRS Juba SILC Program team, CRS/EARO Deputy Regional Directors, CRS/EARO Regional Technical Advisors (RTAs). External: GRSS and Jonglei State government ministries, local and US Catholic agencies, USAID mission, other funding agencies, local/international NGO offices, UN agencies, and the US Agency for International Development/ Office of Food for Peace.
Mental / physical requirements: 1. Must express thoughts and ideas by spoken and written word; listen effectively. 2. Must sit for prolonged periods of time; drive to various locations; work at a computer. 3. Ability and willingness to travel up to 30-50% of the time within S. Sudan with sub-region visits in-country to project sites; travel within or outside EARO and to HQ when requested. 4. The position is based full-time in Bor, Southern Sudan. This is a non-family post in location with limited amenities
