GENDER CONSULTANT

I. INTRODUCTION On 9th July 2011 South Sudan attained its independence from Sudan following several decades of brutal conflict. Despite concerted efforts to develop governance systems, extend services to the population and address root causes of conflict South Sudan continues to be marred by widespread violence and insecurity. This is compounded by the continued marginalization and disenfranchisement of different population groups. Women and children in particular bear a significant brunt of violence and its consequences at the domestic and societal level. This is compounded by patriachical traditions that exclude women from decision-making, breakdown of family structures, weak rule of law that fails to protect women, poor availability of primary health care and basic education, that all create significant barriers for women’s advancement. In such a context men, young and old, are also acutely vulnerable to these factors especially being drawn into violence to access to social, economic and political resources.

Pact is working to strengthen local and national capacities for non- violent resolution of conflict and supporting conflict affected communities across South Sudan recover from the impact of violence, poverty and underdevelopment. Pact, through a network of civil society organizations, implements peace-building, water and sanitation, and access to justice programs. Globally Pact has been working on developing a competency to incorporate gender into programs and has spearheaded a number of projects ranging from women’s empowerment and livelihoods, working with poor men and women to strengthen their access to local and national decision-making processes, and promoting the rights of the most marginalized in society. In South Sudan Pact has been working to combat violence against women, promote women’s participation in peace-building processes, and strengthen participation of women in politics and public administration. Pact recognizes that more can be done in South Sudan and as it embarks upon implementing its new Country Program (2012-2015) is seeking a Gender Consultant to strengthen its gender focus.

II. SPECIFIC TASKS Research and Analysis (30%) • Design and conduct a review of current status of gender mainstreaming within the Pact Country Program (PCP) in South Sudan, at the institutional and project levels, and provide practical recommendations to support Pact implement its gender goals. This should include an analysis and review of government initiated and led gender policy and programming and its intersection with Pact.
• Design and undertake specific research tasks, as directed, to strengthen Pact’s understanding of gender dimensions of violent conflict, justice and peace-building in key areas of its operation.

Organizational Capacity Development (20%) • Develop a basic gender training toolkit for use by Pact staff and Community Based Organizations (CBO) with a view to strengthening capacities for gender analysis, planning and action to ensure that women, girls, men and boys are considered in all aspects of Pact programming.
• Conduct targeted training for Pact staff on gender analysis and gender sensitive programming. • Conduct targeted training for Pact partners on gender analysis and gender sensitive programming.

Mainstreaming Gender Practice (10%) • Provide guidance on mainstreaming good gender equity practice into HR systems (e.g. requiring gender sensitivity/awareness in future Pact positions). • Support development of gender indicators for institutional monitoring of gender goals.

Project Development (40%) • Provide technical advice and support in the development of rights based gender projects for Pact’s Access to Justice, Peacebuilding and Water and Sanitation programs, that aims to promote gender equality, protect minority rights, strengthening women’s participation in decision making, and effectively address the gender impacts of violent conflict.

III. KEY PRODUCT DELIVERABLES The consultant will be expected to lead on/ and support all of the priority tasks indicated above. Specific products that the consultancy shall deliver include:

Program Materials • Short recommendations paper completed following the gender audit of the Pact Country Program. • Gender training toolkit developed and shared with Pact staff through targeted trainings. • Concept notes (as required) outlining key gender based activities to be implemented under Danida and INL awards. • Gender Action Plan to support Pact’s ongoing operational and programmatic work for the period 2012-2015. • Review and edit as necessary Pact’s Water and Sanitation training manuals to ensure they are gender-friendly.

Consultancy Reports • Submission of monthly progress reports and end of consultancy report.

IV. CONSULTANCY TERMS
Consultancy Period: This consultancy agreement shall be for an initial period of 60 working days (3 months) and is subject to renewal.

Supervision/Management: The consultant

Consultancy Budget: Pact will bear the following costs for this consultancy: • Consultancy Fees, which shall not exceed US$250 per day • Visa costs for South Sudan • Return flight from designated “home base” to Juba • South Sudan accommodation at the Pact Guesthouse. If the consultant chooses to stay outside Pact accommodation costs shall not be covered by Pact. • Internal travel (South Sudan), subject to pre-approval The following costs shall be borne by the consultant: • Pre-trip medical costs • Medical costs (pre-trip and during consultancy) • Medical Insurance including evacuation • All other costs

V. EXPERIENCE/QUALIFICATIONS • Masters degree in Gender Studies, International Development, International Law, Conflict Resolution and Justice • At least 3 years experience working in a conflict, post-conflict situation • Proven experience of integrating gender at a project and institutional level, including specific skills in conducting gender assessment and analysis, gender sensitive training and monitoring and evaluation. • Significant experience and knowledge of designing and implementing gender based program • Good understanding of International Humanitarian Law, International Human Rights, gender in crisis and conflict situations, and community participation. • Exceptional analytic skills with good experience of conducting gender analysis • Exceptional training and workshop skills and ability to mentor and coach staff • Willingness to live in shared accommodation in South Sudan • Willingness to travel to remote field locations • Ability to work independently • High degree of cultural sensitivity • Verbal and written fluency in English. Arabic desirable.
