Purpose of Position: Support the design and implementation of technical assistance, capacity-building, research and advocacy activities at Revenue Watch. Work is carried out independently/under general supervision.
Essential Duties and Responsibilities include the following. RWI/OSI may add, change, or remove essential and other duties at any time.
• Support RWI program of technical assistance to governments on reforms to the economic, legal and fiscal policies and institutions governing the extractive sectors, with an emphasis on transparency mechanisms, institutional development, getting a fair deal from extractive companies, maximizing revenue collection and using extractive income to enhance economic growth and development at the local, regional and national level;
• Support RWI training programs for and technical assistance to parliamentarians and civil society groups, including the development/adaptation and delivery of training modules and analysis of legislation under review;
• Contribute to Revenue Watch applied legal and economic research to inform the strategic decisions faced by resource-rich countries, influence global debates on natural resource policy, and contribute to a library of good practices on the management of oil, gas, and mining resources, covering issues such as taxation, revenue management, regulation and local content;
• Support Revenue Watch advocacy on the development of national, regional and global standards for extractive industry transparency in collaboration with Revenue Watch’s partners (e.g., the Publish What You Pay coalition). Key areas may include the development of “country-by-country” accounting standards and listing requirement for extractive companies and laws mandating disclosure of contracts and agreements.
• Monitor extractive industry related data and economic trends on a global and regional level and develop policy recommendations and strategies for future RWI activities;
• Maintain relationships with related research and policy institutions focused on natural resource law and economics and identify opportunities for synergy and collaboration;
• Travel will be required;
• Perform other duties as assigned.
Education/Experience:
Graduate law degree (J.D., LLM, or equivalent) plus two to four years relevant experience or undergraduate law degree (LL.B. or equivalent), with five to seven years relevant experience and/or training.
• Professional exposure to oil, gas and/or mining industry and company practices;
• Educational or professional experience in public policy;
• Background in comparative law and/or a solid understanding of civil law systems will be favorably considered.
Skills Required:
• Effectively manage to work efficiently in a fast-paced environment, troubleshoot and follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting;
• Excellent written, verbal, organizational, analytical and interpersonal skills;
• Excellent computer skills, proficient in Microsoft Office and experience with internet research and database management;
• Exercise good listening and communication skills with sensitivity to cultural communication differences;
• Effectively work as a team member and independently, with a high-level of self-motivation and ability to set and meet goals;
• Show discretion and ability to handle confidential issues;
• Knowledge of key organizations and networks active in the field;
• Pleasant, diplomatic manner and disposition in interacting with colleagues and the general public.
Work Environment and Physical Demands:
Essential functions are typically performed in an office setting with a low level of noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Program Specific Requirements:
• Undergraduate or graduate degree in economics, business, finance or accounting; or work experience providing a solid understanding of at least one of these areas.
• Proven knowledge and expertise in legal, economic and financial analysis of oil, gas and mineral sector, with specific professional or academic experience relating to at least one of the following preferred:
o Audit/accounting/finance
o Public administration.
• Ability to conduct policy analysis and make specific recommendations to public officials and civil society advocates about policies for extractive sector management that bolster national development and minimize risks of corruption and conflict;
• Excellent quantitative skills (experience in econometrics and statistics will be favorably considered);
• Strong ability to communicate technical details to non-expert audiences and the media as well as technical audiences;
• International experience required;
• Fluency in at least one additional language to English.
Start Date: Spring 2012
