OBJECTIVES OF THE PROGRAMME : The mission of IOS is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations. | |
Description of duties: Under the general supervision of Director IOS, and reporting to the Senior Investigator, the incumbent is responsible to: - Plan, conduct, and report on IOS investigations according to appropriate professional standards and ILOAT jurisprudence; - Prepare reports containing findings and recommendations for remedial action; - Lead teams of investigators/auditors working on investigation cases; - Assist the Senior Investigator in reviewing and advising on all IOS work which has a legal aspect or is affected by ILOAT jurisprudence; - Monitor the action taken and assess the adequacy of response to recommendations and periodically report thereon; - Consult with operating management on implementation of recommendations; - Guided by the Senior Investigator prepare proactive fraud risk assessments and fraud profiles of the Organization; - Guided by the Senior Investigator, implement the mandate given to IOS by the Fraud Prevention Policy; the Policy on the Prevention of Harassment at WHO and by the WHO Whistleblower Policy; - Under the leadership of the Senior Investigator monitor best practices of internal investigations in international organizations and update IOS procedures accordingly, as appropriate; - Perform other special reviews and other tasks assigned by Director IOS. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree (Master's degree or equivalent) in law, public administration or related area. A first level university degree in combination with qualifying experience in public sector investigations may be accepted in lieu of an advanced university degree. Desirable Knowledge of the law of the international civil service as it relates to administrative investigations of staff fraud, harassment and other misconduct is desirable. | |
Skills: Sound knowledge of investigation principles and their application. Ability to communicate effectively, both orally and in writing. Effective report writing skills. Maturity of judgment, tact, integrity and discretion. Ability to maintain effective working relationships with people of different national and cultural backgrounds. Ability to apply IT technology when needed. Advance skills in Microsoft Office package. WHO Competencies: 1. Producing results, 2. Communicating in a credible and effective way, and 3. Experience: Essential: At least 7 years of directly relevant professional experience of which four must include public sector investigations as a primary focus. Field experience in developing countries with direct responsibility for performing investigations of harassment, sexual harassment or sexual abuse; and fraud or misconduct. Desirable: Knowledge of the law of the international civil service, as it relates to administrative investigations of staff fraud, harassment and other misconduct. | |
Languages: Excellent knowledge of Englished required. A working knowledge of French and/or another UN langauge would be desirable. | |
