The NRC Country Programme is implemented in South Sudan through the following core activities: Education; construction and rehabilitation of schools and emergency shelter; Emergency Food Security and Information, Counselling and Legal Assistance (ICLA). The country office is located in Juba, where the ICLA and Education programmes are also implemented. Field offices are established in Aweil (Northern Bahr el Ghazal) and Alek (Warrap) where all four core activities are implemented to respond to the needs of the large numbers of returnees and IDPs. NRC South Sudan remains a programme in expansion. New areas of operation will be identified, assessed and programmes initiated as a continuous process in the coming years. The ICLA programme in South Sudan will continue to focus on the development of land legislation, policy and regulations with a view to improving awareness, application, and access to land and security of tenure for females; it will also focus closely on developing project activities related to customary law and collaborative dispute resolution (CDR) mechanisms.
Under the guidance of the NRC South Sudan Programme Director (PD), the ICLA Programme Manager (PM) will contribute to the achievement of NRC’s objectives in South Sudan and be responsible for the management, development, and implementation of the ICLA programme in South Sudan.
Job description ■Professional and budgetary responsibility for the ICLA programme in South Sudan, including development and implementation in accordance with the plans and approved budgets ■Contribute to the development of ICLA in South Sudan as well as NRC’s general country strategy, advocacy strategy and activities plan ■Identify, hire, manage and develop (including necessary capacity building) local and international staff for the ICLA programme in South Sudan, including direct line management of three international Project Coordinators (PCs) ■Assist the international PCs to design and implement the national staff training plan, and to manage and develop national staff capacity in accordance with NRC human resources policies and procedures ■Monitor, evaluate and suggest changes and improvements to the ICLA programme based on observations and discussions with the ICLA staff as well as the NRC ICLA adviser at headquarters in Oslo, with a special focus on strengthening programming on land-related matters and CDR mechanisms ■Prepare applications, proposals and budgets to all relevant donors and prepare and submit regular narrative and financial reports to the PD, as required for donor and internal reporting purposes ■Ensure good cooperation and exchange of information within the ICLA programme in South Sudan as well as partners and other relevant external actors ■Work closely with the Protection & Advocacy Adviser (PAA) on identifying and addressing protection and advocacy issues through project activities ■Actively represent NRC in all relevant coordination fora, ensuring especially focused representation on matters relating to land (acting as co-lead of the national land and property sub-cluster) and displacement/return issues, and act as alternate to the PAA in performing NRC’s role as the designated co-lead in the South Sudan Protection Cluster ■Other relevant tasks as assigned by the Country Director or Programme Director

Qualifications Formal Education ■Law degree in the field of international human rights law or other relevant educational background (political science, international relations etc) combined with relevant professional experience. ■Very strong understanding of protection principles. ■Professional background ■At least five years experience in running IDP/refugee related programmes, ideally with a focus on beneficiary training ■Experience in managing reintegration and early recovery activities ■Demonstrated experience of land casework management in post-conflict contexts with frequent land ownership issues and competing customary law and normative frameworks, along with proven practice in CDR processes and procedures ■Strong experience of handling protection and advocacy issues ■Proven track record in donor relations and project development
Essential skills ■Significant understanding of complex emergencies and crisis contexts ■Political and cultural awareness and experience of working where insecurity is a major issue ■Proven communication, interpersonal, representation, negotiation and leadership skills, with the ability to set strategic priorities and manage change ■Ability to coach staff and assist national staff to develop relevant skills and competencies ■Proven skills and experience in report and proposal writing ■Strong experience of writing budgets and monitoring spending and compliance with financial procedures ■Fluency in the English language (written and spoken) ■Strong computer skills (common software programmes) ■Holder of a valid international driver’s licence
We offer ■Commencement: March 2012 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 50 490,- (€ 6 519) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries. ■South Sudan is a ‘non-family duty station’. The duty station will be Juba, the administrative capital of South Sudan as well as Central Equatoria State. Extensive travel inside South Sudan, with challenging road conditions, will be conducted. Travel outside Juba is limited due to road conditions; most travel is by air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is within the NRC staff compound in Juba.
