FIELD LOCATION MANAGER SOUTHERN SUDAN
Organization: War Child Holland
Job Location: Juba, Central Equatoria State, Republic of South Sudan
Starting date: As soon as possible
As Field Location Manager (FLM) you will be responsible for overall management, further development and expansion of the field office and program in Juba plus any possible satellite activities in Yei under the supervision of the (Deputy) Country Director. You will ensure the realisation of the Central Equatoria programme and you make sure that proposals are developed and that programme activities are implemented, monitored and evaluated. Furthermore, it is your goal is to build capacity of the staff at your location and with local partners to ensure sustainability of the programme. Support is provided from the Country office in Juba where senior administrative and support staff is located.
War Child program in South Sudan
The Republic of South Sudan recently became the world's newest nation. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. War Child Holland has been working in South Sudan since 2006. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme achieves this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Juba and Torit.
The location
Juba is the Capital of the new Republic of South Sudan and is connected by flights to the neighbouring countries. It is a fast growing town of several hundred thousand inhabitants with a booming construction industry and fast expanding informal settlements. Power supply is erratic. Supplies and consumer goods are generally available, though expensive. In spite of limited services, Juba has a wide range of restaurants and a growing number of recreational facilities of reasonably good standard. There is a relatively large International NGO community in Juba with a strong NGO forum that provides a platform for coordination. Yei, where some programme activities take place, is several hours drive from Juba.
Your main responsibilities
Realisation of War Child’s country programme;
• Supports the expansion of the Juba field office and programme in line with the Country Strategy, the Global Programme Framework and observable longer term opportunities. • Responsible for the implementation of the programme at the different locations; • Contributes to the development of the Country Strategy and the production of the annual plan; • Responsible for the development and writing of project proposals and all required project and location specific reports; • Monitors local needs and developments in close collaboration with the Programme Development Manager and (Deputy) Country Director; • Monitors and evaluates the implementation of the programme in close collaboration with the Programme Development Manager, based in Juba.
Management of staff, capacity building, networking and representation
• Manages the staff at the location, possibly distance manage one or two staff members in Yei; • Recruits support and (implementing) programme staff for and maintains the team for the location; • Builds capacity of support staff and local partners; • Maintains network of contacts and represents War Child; • Maintains good relations with government officials in relation to the location.
HR, security, logistics and finance
• Ensures that national staff HRM policies are in place and adhered to; • Responsible for security and well-being of all staff members; • Responsible for budget and day to day financial management, and monthly book-keeping reports; • Responsible for office management & logistics.
Profile
• +/- 3 years of experience in project development and implementation in an international/ humanitarian context; • Experience with managing staff and an uncertain security context; • Experience with negotiating and maintaining appropriate working relationships with government; • Experienced in child centred community development work; • Relevant academic background (education, social science and management); • Knowledge of participatory planning and programming methods; • Knowledge of finance and HR administration and tools & systems; • Social, communicative and oral expression skills; • Able to organise means & staff to reach goals; • Stress-resilient to be able to cope with complex problems and difficult living conditions; • Hands-on mentality; • Affinity with War Childs mandate; • Required: English. • Willing to live and work in a small provincial capital with limited recreational possibilities.
