The post is located in the Independent Evaluation Unit (IEU). IEU is functionally and operationally independent and located in the Office of the Executive Director (OED) of the United Nations Office on Drugs and Crime (UNODC). IEU ensures independent, timely and effective evaluations of projects, programmes, thematic areas, policies, in line with the standards and norms of the United Nations Evaluation Group (UNEG) and following the recommendations of United Nations oversight bodies. The incumbent reports to the Chief, IEU.

Responsibilities
The Evaluation Officer will lead, under the supervision of the Chief, planning, preparation, design, and implementation and follow up of evaluations. Within assigned authority, s/he will be responsible for the following duties:
Conduct, organize and manage in-depth evaluations by ensuring that evaluations are carried out in an impartial, objective and credible manner following UN standards and rules, including those provided by UNEG.
Deputize for the Chief when required.
Assist the Chief regarding the Unit's circulation of its reports simultaneously to the Executive Director and to Member States with management responses subsequently provided.
Contribute to the development of the UNODC evaluation policy and guidelines in accordance with the international standards and best practices as identified by the General Assembly, other UN relevant organs and offices, including UNEG and ensures adequate involvement of UNODC Member States as per established guidelines.
Promote and lead the institualization of the evaluation culture at UNDC.
Organize and participate in the strengthening of evaluation management capacity in UNODC through systematic needs-assessment for capacity-building, tailored training and joint initiatives with the Staff Development Unit.
Support the Chief in planning and preparing evaluation budgets; manage efficiently the use of resources for evaluations.
Participate in the recruitment of consultants. etc.; provide guidance to junior staff within the unit.
Assist the Chief in the elaboration of the annual work-plan of the Unit;
Assume additional responsibilities regarding the work, outreach and strengthening of IEU as and when required.
In cooperation with the Chief, build an evaluation strategy, entailing, i.a., the evaluation of the evaluation function.
In cooperation with the Chief, liaise with UNEG as well as with leading international training institutions in the area of evaluation.

Competencies
Professionalism: Very good knowledge of international standards and practices in evaluation and respective evaluation methodologies. Ability to propose and formulate a strategic approach to evaluations within the overall framework of the relevant international instruments; readiness to take action on resolutions and decisions of intergovernmental bodies; academic specialization in evaluation is desirable. Proven experience in preparing, managing and conducting impact evaluations. In-depth knowledge of UN system evaluation standards and practices; extensive knowledge of technical cooperation and development assistance; good knowledge of the international crime, drugs and terrorism programme and policies; proven ability to produce evaluation reports and papers; ability to review and edit the evaluation work of others. Demonstrates good judgment and initiative, creativity and resourcefulness, diplomacy and tact; ability to ensure an effective work structure to maximize productivity and achieve the goals of the unit. Incorporates gender perspectives and ensuring the equal participation of women and men in all areas of work.
Planning and organizing: Proven ability to plan and organize in-depth evaluation as well as other types of evaluations; proven ability to elaborate effective evaluation approaches and to ensure that evaluation findings will enhance the learning and effectiveness of the programmes; extensive experience in planning and conducting in-depth evaluations and in developing evaluation instruments with a variety of methodologies and their practical application.
Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable; deals honestly and openly with issues and staff.

Education
An advanced university degree (Master's Degree or equivalent) in statisctisc, economics, law or other relevant discipline is required. A first-level university degree in combination with additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in evaluation of projects and programmes, including five years at the international level; comprehensive fist-hand knowledge of UN policies, procedures and operations. Work experience in audit or inspection, particularly in the United Nations or similar international organization, is a strong asset. Experience in evaluation in the field is an asset.

Languages
English and French are the working languages of the UN Secretariat. Fluency in English is required, knowledge of another UN official language is an advantage.

Assessment Method
Written test, competency based interview and presentation.
