BACKGROUND
The Oxfam Hong Kong Country Programme Manager for Zambia is responsible for the overall leadership, management and delivery of the total OHK programme portfolio in Zambia in a manner consistent with Oxfam agreements under the Oxfam Single Management Structure in that country. In the light of SMS, where OHK is an implementing affiliate, the Country Programme Manager will also take on the role of Associate Country Director and in this capacity will sit in the Oxfam Country Leadership Team, which is responsible for leading and managing the overall Oxfam work in the country. The Country Programme Manager/Associate Country Director will support the Managing Affiliate in the fulfillment of this responsibility.
1. Programme Development and Management
§ Provide strategic leadership to OHK's programme in Zambia and, as a member of the CLT, contribute to the strategic leadership of Oxfam's overall programme in Zambia;
§ Ensure that OHK programme plans and activities in Zambia are aligned with and consistent with the strategic priorities of OHK - including contributing to learning on the regional centre of excellence and responsible wellbeing programming -- and the Oxfam Joint Country Strategy in the country;
§ Manage the identification, design, appraisal and approval of suitable programmes and projects appropriate to the strategic priorities, scale and mode of operation of OHK in Zambia;
§ Ensure OHK makes an effective contribution to emergency responses in Zambia consistent with agreed Oxfam humanitarian ways of working in the country;
§ Ensure the development of a portfolio of partners and allies required by OHK programme in Zambia, consistent with the Oxfam partnership principles;
§ Ensure effective gender mainstreaming in programs in Zambia.
2 Personnel Management, Finance and Administration
§ Oversee the overall operations of the OHK office in Zambia in a way that ensures operational efficiency, financial transparency and accountability;
§ Ensure the development and implementation of systems and procedures for human resource management, finance and administration that enhance program quality and are consistent with local law, relevant joint Oxfam policies and OHK systems and procedures;
§ Ensure the preparation of annual budgets, mid-year annual budget revisions, and monthly financial reports and address variances as required.
§ Ensure timely, high quality financial reporting by partners and oversee audits as required.
3. Single Management Structure
· Develop and maintain effective working relationships and effective communications with other Oxfam affiliates in Zambia, both within and outside of the Country Leadership Team;
· Provide effective support to the managing affiliate in the delivery of the agreed Oxfam strategies, programmes and other engagements in the country;
4. Internal Collaboration and Communication
§ Provide high quality and timely information on OHK's program in Zambia for development education, fundraising and other purposes;
5. Representation and External Communication
§ Represent OHK in Country Leadership Team meetings and ensure effective leadership of or support to other mechanisms for Oxfam collab
l Masters Degree in relevant field (development, agriculture, economics, politics etc.)
l At least 5 years senior management experience in programme management and development
l Extensive professional field experience in development work encompassing experience and engagements with local and international NGOs, bilateral and other development organizations, government agencies.
l Experience/familiarity with humanitarian response
l Proven skills in leading and developing a strong cross-cultural team, including strong communication skills and sensitivity to local cultural and political context
l Familiarity with right-based approach to development
l Familiarity with gender and gender-mainstreaming issues in development
l Excellent analytical, writing and organizational skills
l Excellent strategic planning, analytical, problem solving, change management and financial management skills
l Proven ability in managing effectively relationships with a diverse range of stakeholders, including partners, allies and institutional donors
l Strong communications skills in spoken and written English.
l High levels of computer literacy
l Able to undertake heavy travel schedules and work in remote areas
l Identification with Oxfam's development philosophy, principles and objectives
