Job Summary/Background: CRS Malawi established a physical presence in Malawi in 1997 and administers a diverse portfolio of community based development programs in partnership with the Episcopal Conference of Malawi. CRS works in partnership with the local church partners comprising seven of the eight dioceses with a wide geographic coverage around the country. CRS Malawi has developed a five year strategic plan with key program focuses on Livelihoods , Education, Justice and Peace, and Health and Nutrition, and a partnership plan focusing on the Church relationship and capacity building, and strong consortia leadership marked by strong cross-partner learning. he country program supports a wide range of projects focusing on protecting livelihoods and addressing food insecurity; enhancing peace-building advocacy and solidarity; improving nutritional wellbeing of mothers and children; mitigating the impact of HIV/AIDS, improving nutritional status of women and children. In addition, CRS has initiated a new program focus on education and is currently piloting interventions on Early Childhood Education (ECD) and education governance with the ECM. CRS Malawi also is the grant holder for a two large consortiums including WALA and IMPACT working in partnership with National and international organizations. The PM II Business Development and Strategy Manager (BDSM) will be responsible for coordinating review of the CP strategic plan, developing and leading a growth strategy together with the ECM; researching future funding opportunities; coordinating proposal development; identifying and incorporating best practices from CRS and other programs into proposals; linking with partner capacity building efforts to determine the fundraising and growth capacities of our Church partners; linking with the M&E and knowledge management teams of –to enhance the visibility and promote the reputation of CRS Malawi and its partners. Business development in Malawi will involve developing and maintaining strategic alliances and/or coalitions with other organizations, government, the private sector, and academic institutions, as well as assessing and improving organizational competitiveness in partnership with CP management quality and program quality teams. Based on the needs in Malawi and the current positive funding environment, funding opportunities are expected to be available for the foreseeable future. Specific effort will placed on seeking non-traditional and private donor support for the education and justice and peace portfolio, and positioning for post IMPACT/ WALA funding through follow-on USG and other public donors.
Specific Responsibilities: Strategic Growth Networking and Planning 1. Develop and maintain a comprehensive growth strategy in line with the Strategic Program Plan and church priorities to position CRS and partner to take advantage of new funding opportunities and leverage greater resources to scale up existing programs. 2. Support relevance of CRS/Malawi’s growth strategy by monitor local poverty data, growth trends, and or key issues of importance to the CP strategic plan and partner priorities. 3. Collect and maintain competitive intelligence on funding opportunities, donors, and actors relevant to CRS/Malawi’s SPP. 4. Support finalization of education strategy with the Church and development of targeted fundraising plan. 5. Develop contacts with private and other non-traditional sources of funds to support the implementation of the education strategy. 6. Work with IMPACT and WALA teams to learn about areas of technical strength, and develop plan for follow-on funding. 7. Assist the HOP to identify new strategic growth areas, gaps in current programs, and make recommendations for use of small project funds and private allocations to pilot new programs and test innovations. 8. Stay abreast of trends in new business development and share those within the Malawi team. Cross Sector Engagement 1. In collaboration with the WALA and IMPACT grant teams as well as the programs team, develop a CSE strategy to support positioning of CRS and its partners towards innovative programming and funding opportunities. 2. Lead the Program Team in the identification and analysis of mutual benefit of cross sector partners; link with the M&E team in support of the HOP to identify current CSE engagement that would merit further documentation/ study that would position CRS effectively for fundraising. 3. Develop and maintain a data base of current and potential Cross Sector Partners. Visibility and Learning 1. Work with M&E team and program assistant to develop fact sheets on key issues and CRS and church partner response for distribution to the wider public 2. Work with M&E and knowledge management working group to identify key learning and promising practices from various programs and purpose for external sharing. 3. Based upon business development trends, suggest key learning needs and opportunities for operational research in areas of strategic business development interest for the country program and partners. 4. Identify opportunities and make recommendations for increasing CRS and partners visibility within the country context. 5. Support CP leadership to position CRS favorably with current and new donors and partners, through targeted marketing, representation, and relationship management. 6. Assist the CR in the organization and reception of high-level visitors to Malawi and other representational functions that meet the needs of visitors, donors, and the country program. 7. Draft targeted messages for marketing the country program, advocating on key strategic issues, programming priorities and beneficiary needs Proposal Development & Capacity Strengthening: 1. Identify relevant technical assistance (RTAs, PQSD, Program staff, and/or consultants) needs to design, write, and package quality proposals as per donor requirements. 2. In close collaboration with local partner and CRS program, admin and finance staffs, take the lead in developing high quality concept notes that meet CRS program quality standards and donor priorities. 3. Manage the development of high quality successful proposals that meet CRS internal and Donor requirements. 4. Provide CRS/Malawi and partner staff with mentoring and training to improve their awareness, knowledge, skills, and abilities in growth/fundraising and proposal development for external donors including US Government. 5. Work with partners’ to undertand their capacities, and strategies; link with parter capacity building efforts to recommend capacity building efforts that will better position partners to participate in funding opportunities. 6. Track new proposal submissions and maintain record of key lessons learned and recommendations in leveraging new resources from traditional and non-traditional donors. 7. Serve as a reference person for the country program on CRS Technical Application Guidance for all new funding opportunities. 8. Knowledge of CRS program quality standards, partnership principles and Catholic Social Teaching principles is preferred Qualifications1. Master's degree in international development, or related field 2. Minimum of five or more years of professional NGO experience, preferably CRS experience, in integrated community development in two or more of the following areas: food security, livelihood, health, disaster mitigation and emergency response. 3. Demonstrated successful experience in project design with local partners through participatory processes. 4. Substantial experience developing competitive applications to major humanitarian aid and development donors, including US Government 5. Experience with staff and partner capacity development 6. Experience with working in a team structure 7. Excellent oral and written communication and interpersonal and networking skills required. 8. Two or more years of developing country experience required. 9. Familiarity with policies, procedures, and priorities of USAID, UN agencies and other donors. 10. Strong computer skills (Word, Excel, Outlook, PowerPoint) required, preferably experience with Microsoft Publisher.
