Knowledge of the reporting requirements of ECHO, USAID, UNHCR and government funding agencies. English is used as international working language. Kiswahili as local working language would be an asset.

for the post of LWF/DWS KENYA AREA COORDINATOR
assigned to LWF in Kakuma, in the Turkana district, north-western Kenya, being a component of the Lutheran World Federation / Department for World Service (LWF/DWS) program in Kenya ___________________________________________________________________________
The Area Coordinator shall represent LWF Kenya in all matters of the organisation, agencies, government and communities in the Turkana region and thus assume the role of Project Coordinator of the Kakuma Refugee Project and oversee the host project(s) in Turkana.
The Area Coordinator shall be responsible to and report directly to the LWF/DWS Country Representative in Kenya or the person designated by him/her for the implementation of his/her duties, the LWF Kenya Program Coordinator, which shall include the following:
Overall Management & Coordination (Intra & Inter Agency):
The Area Coordinator shall give special care to establish an environment of institutional consultation between all communities in the refugee camp and the host community, with the assistance of government, UNHCR and other agencies in the greater Turkana area. This will come into expression through the establishment of effective Complaints and Response Mechanism (CRM) basing the structure on earlier experiences in the area specifically in May 2009, the peer review carried out by the Steering Committee for Humanitarian Response (SCHR) in 2009, and the HAP guiding principles of Accountability, in addition to SPHERE Standards.
To be responsible for the overall management, financial management, administration, personnel, supervision and implementation of the Kakuma Refugee Assistance Project, and the Near Region Project in Kakuma Refugee Camp and the wider Turkana area in accordance with the relevant and current project agreements and Memorandums of Understanding (MOU) where relevant, with related agencies and back donors, and in accordance with the current policies, Codes of Conduct and strategies of the LWF/DWS program in Kenya;
to be responsible for the supervision, management and training of those staff responsible to him/her in the proper conduct and to be responsible for the safety and security including project assets and equipment, and to ensure that the relevant plans and procedures are in place to ensure the safe and efficient evacuation;
to liaise and closely collaborate with UNHCR, WFP, local government (GoK), UNHCR IPs, other agencies, Turkana and refugee community leaders regarding project activities, to harmonize operations between the “Turkana” and “Kakuma” project;
to maintain close collaboration and interaction with the heads of other agencies implementing activities in the Kakuma refugee camp under the umbrella of LWF/DWS, especially under the Compound Management Committee;
to adhere to all LWF principles of operation, such as the Global LWF/DWS Strategic Plan; the LWF Strategic plan (after midterm review); SPHERE Standards; HAP Principles; Rights Based Approach; Complains and Response Mechanism; Gender Balance etc.;
to ensure that all matters pertaining to the recruitment and employment of personnel in the Kakuma refugee camp are in accordance with annual plans, approved budgets and in line with the LWF/DWS staff terms and conditions and the Labour law of Kenya;
to oversee and ensure the implementation of LWF/DWS Complaints and Response Mechanism in all LWF/DWS operations areas. This includes proper communication to and dissemination of information for LWF/DWS staff and affected population;
to supervise, liaise closely with and provide advice and support to the LWF/DWS Project Coordinator in the Turkana Project;
to assume the role of Project Coordinator of Kakuma Refugee Project and to supervise, liaise closely with and provide advice and support to the LWF/DWS Deputy Project Coordinator;.
to ensure that project proposals, monitoring & evaluation activities, progress reports and other documentation relating to ‘project cycle’ matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines;
to act as the official representative for LWF/DWS program in at the Kakuma refugee camp and Turkana area in all official and public functions including hosting important visitors;
to keep the LWF/DWS Representative in Kenya country program office in Nairobi updated, advised and informed of all aspects of operations, problems, issues or needs through e-mail, telephone and written correspondence;
to implement management principles according to the LWF Kenya Management Manual, and be a member of the Joint Management Team (JMT) for the Kakuma which meets quarterly, to discuss emerging issues in order to make guided decisions in management;
to assume such other responsibilities as may be assigned to him/her by the LWF/DWS Country Representative, or the person designated by him/her.
